Guidance Value
Also known as: circle rate, ready reckoner rate, collector rate
Guidance value is the government-notified minimum rate per unit area at which a property may be registered, and stamp duty is calculated on the higher of guidance value or actual consideration.
Called circle rate in North India and ready reckoner rate in Maharashtra, it exists to curb under-declaration of consideration. Registering below guidance value is not permitted, and a wide gap between guidance value and market price in an area is a useful signal about the reliability of declared consideration in the historical chain of deeds.
